When you add a license to your Softron License Manager account, you become the "owner" of that license. A serial number can only be "owned" by one account.
If you try to add a serial that is already owned by an account, you can automatically send an email to the account owner to ask him to allow you to use the serial. He will be able to either share the license with you, or transfer ownership. Indeed, serials can be shared with multiple accounts, but only one user will be the owner.
The main difference between the owner of a license and a user that has been assigned to a license is that only the owner can share the license with others.
Note that if the owner of a license wants to stop sharing it with another user, he can not have a running activation. Before being able to stop sharing the license, the user will have to do a proper release, or the owner can not contact the user, he can do a Force Release of the serial.
